Townhouse Association #4 website

Townhouse #4 is part of the Summerfield Civic Association; and as a result, residents are assessed one annual Summerfield association assessment in addition to our Townhouse #4 monthly assessments. 

Residents may use all of the Summerfield amenities including the clubhouse, swimming pool, library, exercise facilities - and for an additional fee - our golf course.  The property on which each townhouse is built belongs to the individual homeowner.  Residents in Townhouse #4 also get, at the minimum, basic Comcast included in these assessments.  Our contract is reviewed and adjusted every 5 to 7 years and additional coverage is sometimes negotiated.

Monthly assessments (some residents prefer to refer to them as "dues") can also be paid quarterly, semi-annually or annually.  Our assessments are between $298 - $356 a month and include Comcast Internet

HOA assessments/dues are payable on the first day of the month but no later than the end of the first week of the month.  They may be made out to Townhouse #4 Delta and mailed to: HOA #4 Box 4;  10650 SW Summerfield Drive; Tigard, OR 97224 or paid directly to our treasurer (refer to the “Officers” section of this website or your townhouse roster).  Our Bylaws designate our fiscal year from June 1 - May 31.

Board meeting dates for the fiscal year are set at the first board meeting after the Annual Meeting in June and are held in one of the Clubhouse meeting rooms. All Townhouse #4 residents are encouraged to attend. Details (time and room) will be emailed to residents for the year and will be followed up by reminders close to the meeting dates.


Following are the board meeting dates for 2024:

  • January 10, 2024: 3-4:30 pm

  • April 10, 2024: 5-6:30 pm

  • May 8, 2024: 5-6:30 pm (Budget Meeting)

  • June 12, 2024: 4:30-6 pm (Annual Meeting in Lakeview Room) 

  • June 19, 2024: 5-6:30 pm

  • October 9, 2024: 5-6:30 pm

 

You’ll want to be sure your homeowner’s insurance covers tenant improvement and betterment.  This insurance is designed to cover any deductible for which you might be assessed in the event of a loss covered by our Townhouse insurance.  Our Townhouse deductible is $5,000 for everything but earthquakes.  Earthquake deductible is 10% of the claim cost. 

Prior approval is needed before making external changes to your townhouse.  Always refer to the Townhouse #4 Bylaws and the Summerfield Architecture / Landscape Manual before undertaking any outside changes, as you must get prior written permission by submitting an SCA Architectural /  Landscape Change Request Form* to the appropriate Townhouse #4 Architectural or Landscape chairperson (see "Forms" under About HOA #4).  You'll need a detailed design showing the requested change so the chairperson can determine if a neighbor's signature is required (we place emphasis on not blocking the golf course view).  This form will then be ready for the SCA Architectural/Landscape Committee for their approval. 

 

* If a landscape change is minor and does not include a plant which will grow higher than 3’ on the berm, the Townhouse #4 Landscape form will be sufficient.

 

Landscape
 

The front, back, and commonly-maintained lawn areas are maintained under an association  landscape contract, which also includes shrub trimming twice a year, fall leaf blowing and collections once a week, tree trimming up to 20', vinyl siding and roof moss control once a year, and gutter cleaning twice a year.  Patios, courtyard areas, street-side watering and replacement of plants are among the items not included in the landscape contract. Landscape work other than maintenance may be contracted separately and at each homeowner's expense. 

 

Quoting from the Summerfield Civic Association's Manual:

    “Due to the visibility of properties that abut the golf course, those properties are considered to have  ‘two front yards’ and all rules of this Manual apply to both the front and back yards.  Dead trees and shrubs shall be promptly removed, and planting which obstructs other resident’s reasonable view of the golf course is not permitted.  Any yard ornamentation or sound feature requires a Change Request. Ornamentation includes, but is not limited to, statues, figurines, windmills, fountains, wind chimes, bird baths and large bird feeders. Consideration of the noise impact on neighbors should be reviewed before adding water features / fountains. Artificial plants / flowers are not permitted for year-round use. Paper/ plastic lanterns or figurines are not permitted (except for a specific special occasion).”

 

​Although removal of plants is not included in our townhouse landscape maintenance contract, should you decide to make that change or others such as pruning trees under 20’, trimming permanent shrubs, etc., these may be approved within the townhouse association and do not have to go through the Summerfield Civic Association.  Please submit the townhouse landscape change form, which you will find in the Documents/Forms section of this website.

 

Architectural 

Areas inaccessible for inspection and maintenance, such as atria and enclosed and walled off courtyards, are not maintained by the Association.  Before a resident makes any changes to the outside building (new windows, ​garage doors,  new   design etc) - you must submit a Summerfield Architectural/Landscape Change Request Form to the appropriate townhouse chairperson.

The form will be reviewed by our own chairperson before it goes to the appropriate SCA committee. 
WHEN IN DOUBT, CHECK WITH OUR ARCHITECTURAL OR LANDSCAPE CHAIR PEOPLE. (Refer to the “Officers” section of this website or your white townhouse notebook.) 

Because Rain or Shine Landscape Maintenance provides our Townhouse Association with landscape maintenance service, any yard debris you have goes out at the end of your driveway on Thursday mornings; it is NOT collected by the Tuesday Pride garbage service.
